Its appeal is at the bottom of this Newscast. Here is some background information: On 2005 April 27, The Conservation Fund purchased 591, 595, and 601 Harold Avenue from Wesley Arch, Inc. for $350,000 in order to prevent development of the land. The three lots, zoned R4 (City Residential), totaled approximately 1/2 acre. Wesley Arch had purchased the lots in 1997 and 2000 for a total of $185,000, with the intent of building three custom homes on the undeveloped land. Depending on the sizes, the three houses could have generated between $20,000 - $30,000 per year in property tax revenue, but would have required the removal of many mature trees and impacted the Fernbank Fork watershed. For the past few years, Lake Claire Neighbors has been actively involved in getting the land conserved. The Atlanta City Council passed a resolution to purchase the land from "Conservation, Inc." [sic] for $364,246 and to fund a greenspace project on the land for $85,000. Mayor Shirley Franklin vetoed the proposal. The more than 100 supporters included residents of Kirkwood, Edgewood, Candler Park, and other areas as well as dozens of adults (and over a dozen kids!) from Lake Claire. Though the veto was sustained, Councilwoman Archibong submitted a new "paper" addressing proceedural concerns and beginning the process of initiating a new version of the ordinance to acquire the land. We'll keep you posted on developments. CORRECTION: In a previous webcast, the cost to the City for acquiring the three lots comprising the Harold Avenue greenspace was noted as $449,254 by mistake. The actual cost (based on an appraisal and the sales price negotiated by The Conservation Fund, plus fees) is not to exceed $364,246, with a total outlay by the City of $279,246 ($85,000 of the sum is a refund to the owner for the amount he paid to the City for the middle parcel, a former right-of-way he purchased from the City for that amount in 2000. That lot was determined to be unbuild-able according to the Zoning Ordinance). For everyone's safety, below are some guidelines for dealing with damaged signals in the future. ---------------- To report a broken signal in Atlanta, call: 404-65WORKS (404-659-6757) Flashing Red Signal Stop. Treat as a stop sign. Usually the crossing direction is flashing yellow, and has the right of way. If all directions are flashing red, stop, then first yield to emergency vehicles, pedestrians, and vehicles already in the intersection. If two vehicles reach the intersection at the same time, yield to the vehicle on your right. Flashing Yellow Signal Exhibit caution while passing through a flashing yellow signal; you do not ordinarily need to stop. The crossing direction usually has a flashing red signal and should stop, but if you are far away, a stopped vehicle may not see you from a distance and begin to proceed. Inoperable Traffic Light (not working at all) Stop. Treat as a stop sign. If the crossing direction also is inoperable, treat as an all-way stop sign. Stop, then first yield to emergency vehicles, pedestrians, and vehicles already in the intersection. If two vehicles reach the intersection at the same time, yield to the vehicle on your right. Broken Traffic Light (stuck on yellow or red) Rarely a traffic signal malfunctions and stays stuck on non-flashing yellow or red. Technically, this should probably be treated as an inoperable traffic light. The problem is that if the crossing direction is always green, drivers in that direction do not know it is broken. If you are sure it is broken (and not just a long light) many drivers will stop, make very certain no one is approaching the intersection, and proceed through the intersection with caution.
