The first suspect wearing the blue shirt w/ "G-Unit" on it got a drink and then grabbed the victim by the neck. Then the second suspect wearing the black hooded shirt with a scarf over his face came behind the counter with a dark gray semi auto handgun and the third suspect stayed in front of the counter holding a silver colored semi-auto handgun. The second and third suspects then yelled, "Give us the money". The suspects then got the money from the tip bowl and cash register. The victim that got grabbed by the neck advised that the suspect told her, "This is a robbery". The suspects fled on foot in an unknown direction. The victim stated that she had possible seen the suspect before but couldn't place them. The victim was riding his bike through Candler park when he was shot by a pellet gun. The victim did not require medical treatment. Afterwards the victim saw a young boy run from the scene. The area was searched but found only a suspicious vehicle parked in Candler Park. The manager stated that they had just closed and locked the business when the 2 suspects knocked on the door saying they needed to get in. When he opened the doors the suspects pulled out what seemed to be a black 9MM gun and demanded money. The manager gave them the two cash drawers and suspects exited and started running west on Mclendon Ave. 400 Leonardo Ave NE -6/22 (0800 - 1200) The victim stated that sometime during the reported hours an unknown person entered her house through the front window and stole her Sony Playstation Two and several games. A latent fingerprint was recovered from the window and turned into ID. Good News: The person responsible for about 10 robberies from March to early June in the VH, Emory, Decatur, Inman Pk, Candler Pk and Lake Claire has been arrested and is in jail. He is the ski mask bandit who used the silver handgun; started out polite then escalated to more of a sexual orientation. Zone 6 says he will be in jail for a very long time. Construction and road closure is due to end August 6th, weather permitting, but please be aware of ongoing work at this intersection. Major construction at Candler Park Drive was scheduled to end by August 9th to coincide with the start of the school year at Lin Elementary, but please exercise extra caution and vigilance all along McLendon Avenue once the school year begins and pedestrian traffic increases as roadway and sidewalk construction continues. During the construction project at Candler Park Drive, contractors excavated several sections of the old trolley railway that formerly ran along McLendon Avenue and is now buried in the pavement. Several residents had expressed an interest in preserving some of the old trolley rail for posterity. The City has not taken custody of the preserved rails, but left them on the side of the road at the western Candler Park Drive intersection for anyone interested in claiming them. Anyone interested in doing so should be advised the sections are approximately 10 feet in length and may be quite heavy; attempts to claim the rails are made at your own risk. Presumably the City will remove and discard any unclaimed sections over the next week as the intersection project is completed. No other sections of the railway are due to be removed as part of the repaving activities, so this may be the only chance for anyone who is interested to claim part of the rails. The City has advised that McLendon Avenue construction in Lake Claire will continue later in this month of August with completion targeted during September. The remaining work will include reducing the existing bulbouts (in Lake Claire only) from 10' to 7', construction of the remaining bulbouts, construction of the roundabout at Howard Circle, repaving, and restriping of crosswalks, on-street parking areas, and intersection markings at Southerland/Lakeshore/Claire. Landscaping of the bulbouts will take place in late September or October after the final construction is finished. Nick Popa, the City's Public Works Project Manager who has spoken to the neighborhood at past LCN monthly meetings, plans to attend our meeting on August 19th at 7pm in the Frazer Center to provide an update and discuss the details of project completion. Strung out along Ponce de Leon Avenue, Springdale, Virgilee, Oak Grove, Shadyside, Dellwood, and Deepdene parks make up the Olmsted Linear Park. These parks were designed by Frederick Law Olmsted, the father of American landscape architecture, who also designed many of our most beloved outdoor spaces including New York City's Central Park, Asheville's Biltmore Estate, and the nation's Capitol Grounds. In 1890 Olmsted brought his talents to Atlanta, working with developer Joel Hurt to create Druid Hills, an "ideal residential suburb." The centerpiece of this proud neighborhood is this series of six graceful parks along Ponce de Leon Avenue. Over the years, the Olmsted Linear Park has remained one of Atlanta's most visible parks. The nonstop usage combined with inadequate maintenance resulted in its gradual decline. Addressing the problem, concerned citizens launched a grassroots effort to save the park. In 1997, the Olmsted Linear Park Alliance (OLPA), a public-private partnership, was established to ensure the preservation of the park for future generations. With four of the six Olmsted Linear Parks now complete OLPA is now turning its attention to the rehabilitation of the two final parks, Springdale and Deepdene. The scope of the work includes: - Additional plantings and turf restoration - Restoration of Deepdene's urban forest environment - Rehabilitation of Springdale playground - Continuation of pedestrian paths - Installation of interpretive signage - Storm drainage repairs in Deepdene - Curbing along Ponce de Leon and North Ponce de Leon - Burial of utility lines - Installation of historically appropriate lights - Installation of trees along Ponce de Leon Avenue Construction at Springdale Park, at the corner of Ponce de Leon and Moreland/Briarcliff, is currently scheduled to begin this winter. Included in its design is a small playscape in the southeast corner of the park. Now, you may ask, why is a playscape being put back into Springdale Park? A good question. The Master Plan for the rehabilitation of the linear park that was drafted in the mid- 1990s called for the removal of the playgscape in Springdale Park, which was constructed beginning in the 1940s. The playscape was not part of Olmsted's original design. Prior to the plan's approval by City Council, NPUs-N and F made it clear that a playscape must remain a part of the park and requested that the language of the master plan be modified to read: "Determine, if possible, an alternate location for the existing play structures--currently located within the Springdale Park segment to a location within the Linear Park that is less visually intrusive..." It also required that any new equipment be ADA accessible. This new language was adopted and became part of the Master Plan that was approved in 1997. A lot has changed since then. In addition to the new playscapes in Candler Park and at Mary Lin, there are playscapes in Lake Claire Park, Iverson Park and in Inman Park. In November of last year OLPA hosted a public forum to determine if a playscape in Springdale was still desirable. Several locations were discussed including two locations within Springdale, three outside of the Linear Park but within NPU-N (Iverson Park, Jackson Hill Baptist Church, and Poncey-Highland), and one outside the City limits (along Peavine Creek near Emory). In a vote on the six alternative playscape locations discussed at the meeting, the Freedom Park site adjacent to Jackson Hill Baptist Church, and the site in the southeast corner of Springdale tied as first choice. The results of the public forum, plus further discussions with our partner, the City of Atlanta, and with members of the DH neighborhood, has led OLPA to support a small playscape in the SE corner of Springdale--a playscape that is less visually intrusive on the landscape and that meets at least some of the needs of the neighborhoods. Subsequent meetings with the Druid Hills Civic Association and at the NPU-N meeting have shown that support within the neighborhoods is evenly divided between those who would like to see a playscape remain in Springdale Park and those who would like to restore the park without the playscape. At this point, the City is requiring OLPA to replace the existing Springdale playscape. The proposed design meets this requirement. OLPA has begun the final construction documents for the complete rehabilitation of the Springdale Park segment of the Linear Park. During this step in the process, the details of the proposed design will be fleshed out. Concerns raised at the Urban Design Commission on July 28th are being addressed and ADA code requirements, verified. The project will come before the Urban Design Commission again at their August 25th meeting, at which time OLPA hopes to receive a Certificate of Appropriateness for the project--including the playscape. At the June meeting of the OLPA Board of Directors, the Board voted to proceed onto the next steps in the design process. Also at the Board meeting, OLPA voted to conduct due diligence to determine the feasibility of placing a Boundless(TM) playscape at the Jackson Hill site as an alternative to the location in Springdale. A Boundless playscape is a playscape with provisions for individuals with disabilities. A group of interested citizens, headed by Joanna Stroud, is looking at the viability of the Jackson Hill site for a Boundless playscape and OLPA is supporting these efforts. A Boundless playscape so close to Lake Claire would be an incredible asset to our community and to the City as a whole. The proposed playground in Springdale, while not a Boundless playscape, will provide a variety of ADA accessible play experiences for both children and parents with disabilities. Playgrounds do not have to be "Boundless" to be ADA accessible. In fact, only one playground in the metropolitan area is a certified Boundless playscape and that is the Children's Play Garden at the Clinton Estate Natural Preserve, west of Douglasville. All others, including the new playscapes in Inman Park and at Mary Lin, Candler Park and John Howell Park, are ADA accessible, but they are not "Boundless." Although the Jackson Hill site is being looked at as an alternative location to the Springdale site the two are not necessarily tied to each other. The construction of one does not preclude the construction of the other. We can have both! The city has been asked if they would permit a Boundless playscape at Jackson Hill without a playscape at Springdale. In response, the City has issued a Statement From The City Of Atlanta On The Playscape For The Olmsted Linear Park, in which they state they "would need unanimous support from all civic associations and NPU's in the area to approve that. If there is a division of thought in the community then the playscape in Springdale would have to be implemented." Plans for Deepdene, the eastern-most park--and a vastly different park than any of the others, are currently in the design development stage. Deepdene is part of the urban forest system that includes the Frazer Center Forest and Fernbank Forest. The movement of storm water through the park and nonnative invasive plant species are two of the most difficult issues facing the rehabilitation of this park. Over the next month, Lake Claire residents will see the bulbout construction finished at the size of 7 feet (instead of 10 feet) in our neighborhood, intersection realignment at Lakeshore/Claire/Southerland, and the construction of a roundabout at Howard Circle. The surface will be repaved, bold striping will delineate travel lanes, crosswalks, and parking areas, and new signage will alert motorists to changes in the traffic flow. Improvements along McLendon Avenue in Candler Park will also be completed in the next few weeks. In Lake Claire, the focus of traffic calming is at McLendon's intersections with Lakeshore/Claire/Southerland and Howard Circle. At Lakeshore/Claire/Southerland, the intersection will be realigned with an island and bold lane striping on Southerland to clearly define the turn lanes available to motorists who may turn right (eastbound) on McLendon, proceed straight onto Lakeshore or Claire, or turn left (westbound) on McLendon. The island on Southerland will serve as a refuge to pedestrians who currently have to cross the entire width of the roadway. The lane markings will constrict traffic flow and slow eastbound McLendon traffic that tends not to slow down when bearing right onto Southerland. The Howard Circle roundabout is sure to be the most significant aspect of the construction project on McLendon in Lake Claire. Some residents have expressed concerns about the effectiveness of such a traffic control measure, but the City has provided assurances that the roundabout is a proven method for the type of intersection and traffic flow that is found at McLendon/Howard. Additionally, the new intersection design and sidewalk will provide needed refuge for pedestrians that presently have to cross a very wide path of travel on either McLendon or Howard. The lane widths will be narrowed to slow traffic flow, but will still allow passage of City service and emergency vehicles, MARTA buses, and bicyclists who follow the Atlanta-Stone Mountain PATH from McLendon onto Howard. The key to navigating the new roundabout is to remember that all vehicles must yield right of way to vehicles already in the roundabout, then proceed to the right around the roundabout to reach the desired travel lane. This traffic pattern will most significantly affect westbound traffic (toward Little 5 Points), which previously could travel unimpeded on McLendon, but will now need to slow to at least a yield (if not a full stop), then proceed around the roundabout to continue westbound travel. Motorists who previously turned left from Howard onto westbound McLendon will now follow the roundabout to the right until reaching the westbound travel lane. The City has assured Lake Claire that the intersection and travel lanes will be boldly marked with striping, lane markings, and signage to clearly indicate the proper traffic flow. An article entitled "Modern Roundabouts" accompanies this update to further describe the operation and effectiveness of this traffic control measure. The City's Quality of Life Bond Program will also independently promote awareness of the new intersection to residents of Lake Claire and surrounding neighborhoods who travel McLendon Avenue on a regular basis. The City has also responded favorably to several residents' interests in traffic calming on Howard Circle and DeKalb Place, which is often used as a "cut-through" from DeKalb Avenue and Kirkwood and now the 123 MARTA bus route. To address these concerns, the City has committed to evaluating traffic patterns along this route to determine what measures would most effectively calm traffic along this narrow roadway. Throughout the entire McLendon project, many residents have expressed an interest in being involved in landscaping of the bulbouts and new intersections. As part of the construction plan, a professional landscaper designed plantings that will be both aesthetically pleasing, functional, and unobtrusive and compliant with codes for lines-of-sight. The City modified the original bulbout design to maximize planting space with respect to these objectives. In both Lake Claire and Candler Park, the City will provide topsoil and a liriope groundcover, and Trees Atlanta will be installing small trees. Candler Park is having an "adopt a bulbout" program for residents to enhance certain planting areas, and a similar program may be coordinated in Lake Claire through the Garden Club. Additional plantings will need to be coordinated with the City to make sure they conform to general specifications and will not compromise the functionality and safety of the planting areas, bulbouts, and intersections. Most Lake Claire residents travel on McLendon through Candler Park and are interested in how that neighborhood's portion of the project will be completed. Candler Park elected to preserve the 10-foot bulbouts for traffic calming so that the remaining construction work is limited to the traffic signal at Candler Park Drive (the median and light poles for which have already been erected) and the Clifton Road intersection. At the Clifton business district, the sidewalks around the shops will be expanded to provide more pedestrian refuge and slow traffic through this busy intersection. Parking areas will be clearly marked and plantings will enhance the walkability of the area. The entire length of McLendon in Candler Park will also be resurfaced, restriped, and marked with signage to alert motorists to the new traffic calming measures. These improvements are also expected to be completed over the next month. As the project draws to a close over the next few weeks, please continue to exercise patience and vigilance during construction and after the project is completed. Though it has at times been challenging to envision how the streetscape will look, feel, and function upon completion of the project, I am confident that Lake Claire's objectives will soon be met for a safer, more pleasant McLendon Avenue that is more pedestrian- and cyclist-friendly. Modern Roundabouts A modern roundabout will be built at the intersection of Howard Circle and McLendon Avenue as part of the McLendon Avenue Traffic Calming Project. A modern roundabout is a traffic-control method that allows vehicles from separate streets to merge and proceed to destinations without the need for stop signs or traffic signals. Modern roundabouts use yield signs to control traffic with entering vehicles yielding to circulating traffic within the roundabout. Roundabouts are one of the most effective intersection control treatments available with the added benefit of calming traffic. They limit vehicle speeds to approximately 20 mph and can control vehicle speeds on up to four streets simultaneously. Roundabouts typically reduce crashes by 40-60 percent, reduce injury by 35-80 percent and almost completely eliminate incapacitating injury and fatal crashes. Community gateways and main streets are effective locations for roundabouts as they slow traffic and provide space for an aesthetically pleasing entrance treatment. In addition to the beauty they can provide if landscaped well, roundabouts slow traffic and help pedestrians cross the street. Roundabout Crash Reduction Despite large numbers of drivers who have not driven roundabouts previously, these intersections work well and do not confuse motorists. Proper use of signing and road striping at roundabouts assists motorists and minimizes the potential for confusion. The Howard Circle Roundabout will consist of yield signage on the pavement and at the street intersections. This project will also include new sidewalks, street resurfacing, and landscaping. We need your help to ensure the success of this year's Tour of Homes. We need volunteers to help with the logistical planning and coordination of tour. We also need vounteers to serve 2-hour shifts the day of the tour (October 9) to help with various activities, such as: - Ticket sales - Working the restaurant tables - Serve as home watchers - Other miscellaneous tasks Volunteers will receive an invitation to the Tour pre- and after-parties.
