Nominating Committee to be formed in September. - 2004 Elections held in November -------------------------------------------------------------- Variance Request: 276 Arizona Avenue (on the cul-de-sac) Owner Charlie Pope is seeking two variances to develop a duplex on this lot which is 69 feet deep and 40 feet wide, and is zoned C-2 (commercial). The lot is adjacent to the Lake Claire Community Land Trust on the south and west and an R5 (residential) property on the north which is also owned by Charlie Pope. A one-story masonry utility building is currently on the lot. The Variance Request: Reduce transitional side yard from 20 feet to 3.5 feet at North side of property abutting the R5 district. Special Exception Request: Eliminate independent driveway. Provide driveway to the proposed duplex using the existing driveway on the adjacent R5 lot. The current lot is narrow, and placing a driveway on it would create undo hardships for the owner and adversely affect the neighborhood interests. ADDITIONAL INFORMATION Current Use of Property The portion of the property South of the AT&T building has been used as: 1) A supplementary open space for the Lake Claire Community Land Trust 2) The present pedestrian entry to the Lake Claire Community Land Trust 3) The information board for Land Trust events and general Land Trust information which is mounted on the South wall of the AT&T utility building. Current Character The immediate context of the property has a strong pedestrian character and use as the cul de sac draws numerous people from the neighborhood to visit the land trust as a neighborhood green space and neighborhood activity area. Intent His intent is to develop his property in a manner that maintains the present overlapping Land Trust uses and the present pedestrian character. The application number is V-03-134 and the BZA hearing will be in the beginning of August. Submitted by Kathy Evans, VP Zoning & Greg Ramsey, LC Neighbor & Architect . This pack of 8 is now a pack of 4 as Fulton Co has captured 4 of the dogs. Of the 4 remaining dogs, two are wild and do not have collars, the other two are considered part-timers. They have killed at least 23 cats, attacked and bit a man walking a dog, and attacked a mailman. There are at least 12 near attacks, mainly of women walking dogs, or women alone walking/running, however they have also threatened children. The 2 primary pack members, no collars, are: - a black lab about 85 lbs., short hair, and - a 70 lb. long hair black dog that looks chow-like but is part border collie/lab. The part timers, both medium build, look like labs or mix, have collars: - one is black, and - the other tan/brown They have been seen in Inman Park, VH, Poncey Highlands, and Candler Park. They have been moving east toward our area, especially after the capture of their "buds." The dogs are most active between 7-10am and 6:30-9:pm, in and around the bike trails in Freedom Park and Candler Park such as Oakdale, North, Euclid. The latest sighting 7/21 at 7:30am at Moreland/North/Freedom Park. If you see these animals please call either Fulton (404-794-0358) or DeKalb (404-294-2996) Animal Control. If the dogs threaten you, call 911. Zone 6 is aware of the problem. We need your help in identifying a section of a street(s) in your community or the City of Atlanta where you feel infill development has been: In-Scale: Added appropriately and blends in with the surrounding properties Out-of-Scale: Added inappropriately -- dwarfs the surrounding properties and/or harms the appearance of the street. We would like to look both at streets where infill houses are APPROPRIATE and at those streets where infill houses are NOT APPROPRIATE. I have enclosed a form (below) for you to use. Please send your recommendations to me by July 26th. Please feel free to call me [Mary Norwood] at 404-330-6302 with any questions. Thank you for your help. BACKGROUND: City Council created an Infill Task Force on February 3, 2003 to study the impact of out-of-scale infill housing on neighborhoods in the City of Atlanta. Infill housing is the addition of one or more houses (new or renovated) constructed in an established neighborhood. Some neighborhoods in our City have expressed dissatisfaction with massive out-of-scale structures being built that completely ignore the character of the existing neighborhood. Other neighborhoods are concerned with duplexes and inferior housing stock that is plaguing their revitalization efforts. After several months of work discussing many technical issues-- including lot coverage, setbacks, height, and floor area ratios-- we decided in order to assess the issue accurately and determine what should be regulated, we needed to conduct field work. Karen Huebner, Executive Director of the Urban Design Commission, suggested we contact Dr. Cheryl Contant, Director of City and Regional Planning, College of Architecture at Georgia Tech, which we did. Dr. Contant and Dr. Steve French, Director for the Center for Geographic Information Systems, have agreed to assist with this project and presented a proposal to the Infill Task Force on Thursday, July 10th. Drs. Contant and French will oversee Georgia Tech students, who will go into Atlanta neighborhoods and measure "in scale" and "out of scale" infill houses. This will enable the Task Force to obtain statistical data on which elements of infill development may need to be regulated. Dr. Contant's project could establish a national precedent in handling this difficult, subjective issue! Thanks so much for your help!
