Meeting Time Limit

This is an opportunity for the membership, if it so desires, to set
a target adjournment time.  If a motion is passed, the chair will
appropriately limit discussion on items in order to meet this
adjournment time.  Without any time limits typical meeting times
range from 1.5-2 hours.
